Paco is a conflict resolution specialist and consultant Ombudsman with the Office of the Ombudsman for United Nations Funds and Programmes, providing informal dispute resolution services to UNDP, UNICEF, UNFPA, UNOPS, and UN-Women. With over 15 years of international experience, Paco has designed, facilitated, and mediated complex dispute resolution processes across three continents. His mediation practice spans a wide range of issues, including human rights, land tenure, indigenous peoples, labor, commercial and corporate disputes, intra-organizational conflicts, and family and community disputes. Before joining the UN, he served as Compliance and Dispute Resolution Specialist at the Independent Redress Mechanism of the Green Climate Fund (GCF), where he also acted as Interim Head. At the GCF, he led early resolution processes in Morocco, Nicaragua, and Paraguay, developed training programs for grievance redress mechanisms, and represented the mechanism in international forums including IAMnet and the UN’s DevRem initiative.

Paco has also worked as a dispute resolution senior Specialist – Consultation phase Coordinator – for the Inter-American Development Bank’s Independent Accountability Mechanism, and as a consultant for the Compliance Advisor Ombudsman of the World Bank Group, and organizations such as Oxfam, and NGO’s in México where he supported dialogue and mediation in Public Related matters. He has facilitated multi-stakeholder dialogues in public policy, energy, and community-company relations, particularly in Latin America and Africa.

He was awarded the prestigious JAMS Weinstein Fellowship – JAMS is the largest mediation and Arbitration service provider in the US – and is certified by the Africa Centre for Dispute Settlement for company-community mediation in complex environments. He is also a government-certified family mediator in Catalonia.

Paco holds a law degree from the University of Barcelona, postgraduate studies in political analysis from CIDE in Mexico, and advanced training in mediation and conflict resolution. He is fluent in Spanish, English, French, German, and Catalan.
