Bing Pabilla is an independent peace and development consultant and ADR practitioner based in Manila. He has almost twenty years of experience as a mediator and development practitioner.
His work as a development practitioner started at the National Economic and Development Authority (NEDA), the central planning agency of the Philippine Government, after graduating from college. In NEDA, his work covered the entire gamut of the development planning process, i.e., from strategic planning, resource mobilization to program implementation. Following his stint in NEDA, he worked for several international organizations in the management and implementation of official development assistance (ODA) programs/projects, particularly those in conflict-affected areas in southern Philippines.
As a result of his development work experience, he was trained to become a court-annexed mediator and mediated a broad range of disputes involving financial institutions, maritime vessels, family and community members. While serving as a mediator, he was contracted as Mediation Adviser by the Philippine Judicial Academy of the Supreme Court. He was instrumental in the establishment and supervision of a number of Philippine Mediation Center Units in various court houses in the Philippines. His paper titled, “Learning from Experience: Travails of a Court-annexed Mediator,” was one of the conference papers selected by the Asian Mediation Association (AMA) for presentation at the 5th AMA Conference held in Jakarta, Indonesia in 2018. He continues to serve as resource person in mediation trainings sponsored by government and several international organizations.
Bing holds a bachelor’s degree in Political Science from the University of the Philippines (1980), and a Master of Arts in Development Studies from the Institute of Social Studies (ISS), The Hague, The Netherlands (1989).
