Un Ombudsman ne prend jamais la d\u00e9fense de l\u2019une des parties au diff\u00e9rend. Le mot Om-buds-man est un mot d\u2019origine su\u00e9doise qui d\u00e9signait initialement un repr\u00e9sentant ou un agent de la justice. Dans le contexte des Nations Unies, ce terme prend le sens d\u2019une tierce partie informelle qui veille \u00e0 ce que toutes les personnes travaillant pour l\u2019organisation soient trait\u00e9es de fa\u00e7on \u00e9quitable et \u00e0 ce que la justice soit rendue.<\/p>\n<p>Le syst\u00e8me de l\u2019Ombudsman est une proc\u00e9dure informelle de r\u00e9clamation instaur\u00e9e au sein du PNUD, du FNUAP, de l\u2019UNICEF, de l\u2019UNOPS et d\u2019ONU\u00a0Femmes, par laquelle un Ombudsman peut avoir \u00e0 conna\u00eetre de conflits de toute nature se d\u00e9clarant dans le cadre du travail dans ces organisations ainsi que dans les fonds et programmes y aff\u00e9rents. Les personnes peuvent contacter l\u2019Ombudsman \u00e0 n\u2019importe quelle \u00e9tape, pour demander de l\u2019aide sur tout probl\u00e8me rencontr\u00e9 sur leur lieu de travail, lorsqu\u2019elles estiment qu\u2019un point de vue ext\u00e9rieur aux voies officielles pourrait se r\u00e9v\u00e9ler utile.<\/p>\n<p>Lorsqu\u2019un Ombudsman intervient dans un diff\u00e9rend, c\u2019est dans un objectif de conciliation, ce qui passe par la recherche de solutions acceptables pour les deux parties <em>via<\/em> des moyens informels. Ce processus est informel, confidentiel, et engag\u00e9 en toute ind\u00e9pendance et neutralit\u00e9. L\u2019Ombudsman agit sur des affaires relatives \u00e0 l\u2019emploi dans l\u2019int\u00e9r\u00eat conjoint de la personne et de l\u2019organisation qui l\u2019emploie.
