Inici\u00f3 su carrera profesional como Oficial de Programas Adjunto en Maputo, Mozambique.[\/vc_column_text][\/vc_column][vc_column width=&#8221;1\/2&#8243;][vc_single_image image=&#8221;890&#8243; alignment=&#8221;right&#8221; border_color=&#8221;grey&#8221; img_link_target=&#8221;_self&#8221; img_size=&#8221;full&#8221;][\/vc_column][\/vc_row][vc_row][vc_column width=&#8221;1\/1&#8243;][vc_column_text]<\/p>\n<p>Luego sirvi\u00f3 como Oficial de Programas en varios pa\u00edses: Senegal donde era responsable del desarrollo y gesti\u00f3n de programas asistidas por UNICEF en Cabo Verde y Guinea Bissau, Burkina Faso, y Costa de Marfil.<\/p>\n<p>Sra. Luard es oriunda de Guyana. Posee una licenciatura en Artes Liberales la Universidad de Columbia de New York, un MSc en Relaciones Internacionales de la Universidad de las Indias Occidentales, y una Maestr\u00eda en Administraci\u00f3n P\u00fablica de la Universidad de Harvard.<\/p>\n<p>On octubre 1994, Sra.
